- Governor Carney’s 11th modification issues stricter requirements for LTC to protect residents and workers
- Public-Health-Emergency-Order-03.23.20 and DEMA-and-DPH-Order-3.23.20
Governor Carney’s 5th modification gives DEMA and DPH authorization to relax regulations to allow for additional healthcare workers not currently licensed in Delaware to be hired during the pandemic. The DEM/DPH order outlines the specifics. - Governor Carney issues Stay-at-Home order in 4th modication of his public health emergency declaration
- Non- essential work ban starting Tuesday, March 24 at 8 am. Travel only to and from work or for a limited purposes (grocery store, doctor office, walk outside)
- Public Health has committed to DHCFA that long term care providers are included in the essential personnel category and they will work with DEMA to be sure both SNF and ALF staff would be able to travel to work sites in Delaware. Recommend that facilities provide on letterhead a document declaring an employee as essential to the operation of the facility. - Going outside for a walk or a run is approved, because getting exercise is good for our mental and physical health. Avoid other people and keep 6-8 feet away.

Information about registration for childcare at the YMCA’s throughout our state for children (5-12). Bear/Glasgow, Brandywine and Sussex locations at this time, but that may expand. - AHCA/NCAL Grant & Loan Management Primer Version 1 & COVID-Related Loss and Cost Calculator
To aid members with managing the array of federal grants and loans, AHCA/NCAL has develop a basic primer for organizing oversight and day to day management of these emergency resources. The guidance includes federal cost reporting guidelines as well as AHCA/NCAL member recommended financial management approaches. As noted above, this document is the Association’s first version of the guidance. Updates will be developed as the federal government and states release new or updated information. Also, available is a COVID-Related Loss and Cost Calculator. The purpose of this excel workbook is to offer a basic tool for members to assess allowable costs already reimbursed by pre-COVID payers, such as Medicare and Medicaid, and compare such reimbursement to shortfalls where grants and loans fill funding gaps. This tool will be particularly useful with reporting on and documenting use of the CARES Act Provider Relief Fund grants.
