Delaware Division of Public Health Issues Plan for Universal Testing

The Division of Public Health has posted its plan to implement universal testing for COVID-19 for all long-term care facilities, residents and staff.
Key points to the plan include:
- Current CDC guidelines allows asymptomatic health care workers who have ad exposure to a person infected with COVID-19 after all options to improve staffing have been exhausted and in consultation with their occupational health program
- The option to test asymptomatic staff is left to the facility administrators in consultation with facility medical directors
- Staff members who are identified as carriers of COVID-19 by molecular testing must be removed from work and per isolated for 10 days
- Any person who has previously tested positive for COVID-19 by PCR is excluded
- All symptomatic persons should proceed with already established processes and protocols
- The DPH Lab can support testing of all symptomatic facility staff and residents while capacity permits
