The Incident Command System (ICS) serves as the basis for managing any sized emergency event and is
commonly utilized by multidisciplinary personnel across various agencies including fire, police,
healthcare, emergency medical services and public health agencies. The ICS provides guidance on how
to organize assets to respond effectively to an emergency event and helps manage emergency events
more successfully.
Climate change is now impacting the scope and severity of many weather events across the nation.
Severe storms now affect areas that historically have not seen weather events such as flash floods,
derechos, wildfires and tornadoes. Oftentimes, these severe weather events drastically overwhelm a
community’s resources and their ability to respond immediately to all impacted areas. This facilitated
discussion will include virtual instruction and will present participants with a practical team building
exercise in which they will work together to identify considerations for complex critical making and
response strategies to a complex weather event impacting their operations and surrounding
communities.

Learning Objectives: Within the context of your individual plans, policies and procedures and the listed core capabilities,
participants will:

1. Provide a basis introduction to the incident command system.
2. Demonstrate how the incident command system may be used during a catastrophic
weather event.
3. Explore critical decisions a long-term care facility may needed to make during a
catastrophic weather event.
4. Implement critical decisions and recognize their potential impact during the preparation
for, response to and recovery from a catastrophic weather event.

ABOUT J. David Weidner, MPH, REHS, MEP, CEM
J. David Weidner serves as the Director of Emergency Management for the Health Care Association of
New Jersey. Mr. Weidner is responsible for all-hazards emergency preparedness, exercise design and
planning, emergency communications and response in support of over 400 long term care facilities
across New Jersey. He is a graduate of FEMA’s Master Exercise Practitioner Program, a Certified
Emergency Manager and a New Jersey Registered Environmental Health Specialist. Mr. Weidner earned
a Bachelor of Science (BS) in Public Health Administration from Rutgers University, and his Master of
Public Health (MPH) in Environmental Health from West Chester University of Pennsylvania.
